Front end noise 900 1997

I have a "rubbing" noise on the passenger front side. I thought it was the brakes. I installed new rotors and pads. They were due anyway. The noise is still there. You really only hear it at low M.P.H. Could the wheel bearings be the problem? Not really sure.. Anybody have any clues? Thanks
