Dash Light Problem 700 1989

Help!!! Half of my dash lights do not come on.(89 740 sedan).Specifically the heater controls, trans selecter light, and green illumination of the headlight switch itself. All other lights are working. It is not the bulbs and power is getting to sockets...but putting bulbs back in after checking power still results in no illumination. Can anyone help? Thanks, sparklejet
