There are wrench flats on the rod, which is part of the "inner tie rod" piece, and its ball joint is free to turn without unscrewing it from the rack, but you might find some nasty looking vise grip or pipe wrench marks on yours after the alignment. I guess it is okay, I just like to see the undercoating unbroken.
