Mysterious vacuum problem Please HELP! 140-160

Sorry for the typo.
It doesn't have enough vacuum to pull FUEL into the engine. It idles very rough, when it finally starts. Out on the road it smooths out perfectly. I think that's what he means. This is difficult for me to convey someone else's thoughts without seeing the car myself. I live in Nashville and the car's being repaired in Indiana. (btw, it started every time for me before this whole rebuild project started. Maybe that's a clue).
