Cold Start Problems 200 1984

Dear folks:

1984 1/2 244 GLT (Turbo); B21FT (factory intercooled) --
How do I determine if my cold-start valve is defective? Same for the thermo-time switch. Car will start (poorly) if the outside temperature is relatively warm and not at all when the outside temperature is cold. Once the car is warm, it starts again more or less normally and seems to run normally. This all started last month when the car overheated after the thermostat stuck shut. This other problem appears to be completely corrected with appropriate repairs and parts replacements (incuding checks of compression and cooling-system leaks).
