I doubt that the ABS system has anything to do with the problem. ABS only kicks in under very severe braking conditions or when the wheels are skidding and slipping. ABS has no effect under normal city/highway stop start driving conditions. When it kicks in you will know it because there is very obvious sound and a feel at the brake pedal.
Maybe warpage was caused by overtorquing of the wheel studs?
Overheating of rotors from certain driving habits?
Sticking calipers? This can be caused by never flushing the brake system.
Sounds as if the last guy fixed it right.
Enable your ABS.
