Turn signal not working - AMP light on 120-130

This happened a couple of years ago and fixed itself mysteriously. Now it's back.

When I activate either turn signal, they do not turn on, and the AMP light glows steady instead.

Anyone seen this before? Unplugging the flasher doesn't help. Last time I had this problem, I replaced the flasher, and it didn't fix it.
