Engine Code 3-1-1 on 89 745 Turbo: HELP!

My 89 745 Turbo "Check Engine" Light is on and the engine code is 3-1-1 on the fuel (#2) port. Ignition codes are normal. 3-1-1 is "Speedometer Signal Absent". What does this mean? Is it a speed sensor or the actual speedometer signal from the differential??
