My temp gauge is useless, it only indicates operating temp and never moves... 700 1988

I recently blew an end tank off my rad. The temp gauge was indicating normal operating temp, I have never ever seen the gauge do anything but sit at the 12 o'clock position when at operating temp. I have an electric fan that I can turn off, but the gauge still just sits at 12 o'clock. Is this gauge/sender faulty or is this the way it is designed to function?
I have had the sender on the stove in boiling water and it reads exactly what the FAQs say it should.
