Having another 740 Turbo problem 700

I'm not sure if I put this with the old message if you'll get it then or now.
It's been raining for the last couple of days and I went out to work on my 740 today and it wouldn't start.
It cranked and cranked, hitting and spitting until the battery went down. It did it before as I describe before, but started just before running the battery down.
I replaced the fuel pump and filter in 2001 and when I turn the key on I can hear the pump click and if I pump the pedal I can smell a combination of infector cleaner and fuel, until the fuel smell gets stronger.
After checking the throttle body real close I see that the shop cleaned it without taking it off the manifold. Plugs and wires check out good and the dizzy cap is tight, didn't take it off. The drain plug is oily again, but tight, on the bottom of the throttle body. I didn't know what leads to strip, and hadn't had the compression done yet, may need to put it in the shop for that. How long does the fuel filter last anyway, and would my fuel pump be bad. It didn't go out the first time, it was leaking gas from it, but the car was still running. Is there more than one fuel filter, and what is the 02 sensor and where is it located? I checked the AMM and the FPR if it's the one located at the end of the fuel rail.
It's like it's running worse since I had the throttle body cleaned and it looks like he didn't even take it off the car. I can see where there's oil in the threads of the screws, and I would think that would be clean.
How could I check the cylinder compression myself?
All the clamps are tight, but I have a little oil coming out of the hose that's coming off the top of the Turbo.
When it was in the shop, the guy thought it might be a build up in the raditor, but it wasn't. I think that it, the car might not be use to drinking raw fuel, if you say that the black smoke would be oil or heavy over fueling.
I've replaced all of the small vaccuum hoses and taken off the inserts off the system hoses so that I can get them tighter.
I don't know what else to do.
I wanted this car to hold up enough so that I could get a newer Volvo station wagon, but if this keeps up I might not ever get it with the expenses to keep the old one running.
I have the battery being charged right now and if it doesn't rain tomorrow, I can pull all of the hoses of and check them again, but I don't know what's keeping it from starting. It just keeps acting like it wants to, but won't.

Will be back tonight to check for your answers, but I'll have to wait until tomorrow to start putting them into action.
