AC problem - compressor doesn't cycle 200 1991

Now it looks like the pressure sensor is not to blame.
I checked the system and the low pressure line never goes outside of 2.2-2.8 bar range (that's where the cooling fan cuts in). As far as I know, the compressor shuts off when presure drops below 1.6.

I really don't know what to think.
