Turbo indicator in instrument cluster not working. 700 1988

Well, I have my newer engine and turbo installed in the 760 and the turbo gauge doesn't work. The turbo itself does work just fine, but the gauge stays in the middle between black and white.

Any ideas?

Also, maybe I am not used to the sound of a properly working turbo; but I recall hearing a slight high-pitched whine when the turbo kicked in. Is that a normal sound or should it be quiet like it is now?
