Car won' start 200 1985

My 1985 Volvo is not getting Gas through to the fuel injectors. I have gas and pressure though the gas injector rail, however the injector solenoids are not opening (clicking). Does the pump relay on the passenger’s side compartment control the injector solenoids? If not what does or if this isn't the problem any suggestions on what my problem could be?
