The engine on my 83 240 DL won't actuate 200 1983

AT first we found out that the engine was not recieving any fuel...So we found the fuel pump relay and it seems to be working. We can hear the fuel flowing to the engine and even checked the lines. So the engine is recieving fuel now. But the engine still won't actuate. What could be the problem?
