Well i would say, it is slapping. The hi test fuel is only going to help if it was timing related. The rings are most likely worn as i explained in a post.Yes you should change rod bearings when you change the rings as this is easy, since the rods would be out. The piston tetters on the pivot point(con rod) it dont really move or shift around,it pivots do to worn rings. They also slap irradicly, and at both, before t.d.c and after t.d.c. and some times they slap at the bottom of cyl.bore(very rare)Hope this helps.
