Engine surges sporadically throughout entire driving range but is fine when idling...... 1984

Hi I have a 1984 245 w/ a non-turbo B23F LH-Jetronic engine. I have been having some problems during the past week making my Volvo undrivable... The car will start and ilde easy but while driving, hot or cold and no matter what gear, the engine surges constantly. I just put a new fuel filter on 2 weeks ago and have kept it well mantained. Any help AND/OR suggestions will be much appreciated. Thank You
