relay tool? 700 1985

In checking the fuel system relay I discovered the headlight relay was very hot, when I attempted to pull it out part of the melted plastic base came with it. So I guess I should replace this now too. I checked the FAQ and part number 1307160 is mentioned to get the base out. I would get one if I knew what it was. Thanx. R.
