Recycle is intended to be used to help the air conditioning by giving it air that is already somewhat cool and dry. This saves energy (gasoline) and makes the car cool more effectively.

The heater makes PLENTY of heat for free, so recycle doesn't help anything, and it is generally better to feed fresh air to the occupants, unless, as Oty pointed out, you are pulling in dust. 200s don't have cabin filters.
