Guys;

Not to worry! That's the vapor vent, and as the official blow-up diagram (no pun intended!) shows, it's supposed to be there. It gives the vapors above the fuel in the tank someplace to go instead of pressurizing the tank and possibly pushing fuel back out the fuel filler. By venting the top of tank into fuel filler, this is prevented.

Joe; Just make sure the clamps are snug...that should prevent leaks and puddles.
