1994, 960 Wagon starting problem 900 1994

This sure sounds like PNP switch failure. The switch, mounted on the transmission, is a weak design and simply won't supply power to the starter solenoid when worn out. Its purpose is to prevent starting in other positions than P or N. Try wiggling the stick when attempting to start and/or starting in N position. If this works, the switch needs to be replaced. It could also be misaligned if it was already replaced but not correctly installed.
