Cant open my bonnet!!

That sounds feasible steve, i dont think its ice anymore as the weather has improved and ive had my motor warmer on for 24 hrs without effect.

my car is a volvo 745 1986 btw

How do i get to the cable, is it the latch under the steering wheel? How do i adjust that cable? Ill take a look at it today while its bright.
