Take your car to a reputable shop and have them check the catalytic converter. There is a simple test they perform for this. Your emmission numbers would be drastically altered if the CC is severely blocked or failed. You can get an aftermarket one for a few hundred dollars installed.
Before you tune and tweak your car to death, check the CC. Mine was partially blocked and I failed the emmission test. I replaced it and guess what? it passed with flying colors.
