A few ideas, but don't fiddle around too long. Your pepper soup is over cooked!
A loss of pressure in the cooling system could result in the antifreeze boiling. The system is meant to be totally enclosed running at 15-16 lbs pressure, like a presure cooker.
Low ratio of antifreeze to water. Anti freeze is also an "anti boil". Maintain a 50-50 mix of antifreeze.
My guess is a combination of the two above. Replace the rad, and t-stat.
A blown head gasket is a possibility. Most shops can check for exhaust gases in the cooling system. Your rad shop would of, could of, should of. And they don't know Volvos? Not even a 79 240? Not to much to them. I wouldn't take it back there.
