fuel capacity? 900 1994

I have a 94 960 wagon. The owner’s manual says that the fuel capacity of my car is 19.8 US gal. Unfortunately I have never actually been able to pump that much fuel in the car. On two occasions ran out of gas with the gauge still telling me I had 1/8 of a tank left and no warning light. Subsequently, when I filled the tank, it only took 15 gallons. Is the owner’s manual wrong? How much fuel have other’s been able to pump into their pre 95 960s? Thanks for your advice.
