catalytic converter plug? 700 1987

A normal sounding exhaust turned loud all of a sudden, crawled underneath and found a perfectly round hole approx 3/4" diameter in the catalytic converter. I figure there must have been a plug there that was for what? - testing emissions? O2 sensor? Can anyone confirm this for me - for now I just put a temporary patch on it. Can this be fixed with a cut off bolt?
