It's not just WallyWorld.....

Minimum and no perks is what those types of jobs only pay, same as most other retail jobs, the fast food industry, farm work, casual and part time labor, security guards etc etc. A well managed company does not pay more than necessary to attract it's workers. You may not like that but thats how the system works and it works very well. America has the highest economic standard of living in the entire world, opportunities without bounds. Few of us have seen or understand the life of those in other lands. It is an an ungratefull person indeed that complains.

Those WallyWorld employees and anyone not satisfied with their situation have many many opportunities available to improve their employment status. They may also choose to stay as they are... a minimum wage person for the rest of their life. That will not be the doing of WalleyWorld, Target, McDonalds, government or anyone but that individual. "Getting ahead" is really just all about good choices and personal effort.
