95 940 central locking relay?

The stepped relay is the later version.

You don't have a ground fault, you have a fault in the circuit which grounds the appropriate coil of the locking relay. The black wire is the ground connection to the chassis at the locking switch. Try checking for continuity between it and the chassis. I'll be that this wire is no longer connected to ground.
