fuel injectors not doing any thing..HELP

I have 12 vdc at injector in run position. still no start.It is like the injectors are totaly clogged???!!! no radio suppression relay to be found any where. unless it is the little sugar cube sized one next to the coil, only has one wire coming out.Looking for the fi relay, can't find it.did find the ecu and it has a two wire lead comming out of the main harness with a jumper stuck in it..looks kinda tampered with.
