740ti Balancer Sliped or on Wrong? + unexplained vibration

Swapped a damper on from a car that had 130k. The timing mark is back where it belongs when viewed with a timing light... so the orrigional damper did slip!

However, I still don't have a happy ending as vibration is everybit as bad ... does the performance of a balancer degrade overtime?? maybe I just need to put a new one on. One othe note is I noteced that the underside of exhaust manifold is missing the strap that fastens to the block - rusted away I guess ... could this be the culprit of vibration?
