80% of Capacity on R134 Fill?

Chris "Sailor" Herbst noted earlier today, after his voyage on the lake, that a good measure for R134 fill is 80% of the capacity of the system using R12. My Volvo manual has a variety of fill measures for various cars. Is 80% a good rule of thumb, or should we pay closer attention to the manufacturer's recommendation?
