Cold Start Problems 700 1988

I'm still having a strange start up problem. Whenever i go to start the car cold, it always cranks for about 5 seconds, and then it starts to make the "over started" noise...its a higher pitch. I let go of the key, and the car never turns over. Then i let the car sit for a few seconds and try to start it again. This time it starts with no problems whatsoever. It only does this when the engine is cold. On warm start ups its fine.

SO far i have changed the fuel pump check valve and i have cleaned the throttle and butterfly (big time clean out).

I have also noticed that if i crank the car for about a tenth of a second when its cold and then i crank it again right after, the car will start up and only studder a bit.

Any solutions?

(BTW: my job turned out to be incredible. I'll have to post a new picture of it soon.
