Take it apart, drill the rivets out, clean the faying surfaces of
the laminations, loosely install 6-32 machine screws in place of the
rivets and solder that baby together! That should stop most of the
foolishness.

The voltage stuff sounds like regulator insensitivity and I wouldn't
worry too much about it as long as the battery stays charged OK.
