How do you make a vacuum pump?

I downloaded the manual for that pump. It looks fairly simple and staight forward. I wonder what the quality is?

I dont have a compressor, but Ive been thinking of getting one. Maybe nows the time. How much compressor do I need for this application,in addition to removing lugs, struts etc. How much should I have to spend?
