740 intermittent cold start problem 700 1991

Hi Volvo friends! I have a 91 740 with a B230f engine that has hard starting when cold. When I first turn it over I get what seems like one or two cylinders fire but no start. On next attempt I get no firing and it seems that if it is not going to start right away, it is not going to. Pretty consistant when cold- after one second of cranking a small fire-then no start even with continual cranking. Once fired up it will start and restart with no problem. On warm days it fires up okay and runs great. It seems to me to be a fuel problem or a sensor but really have no idea. Sometimes if I put the throttle down just a bit when cranking it will fire up! Has anyone had this problem or can make any suggestions I would greatly appreciate it. Thanks a bundle!
