Amber signals were US legal for some time already. And here in CA, you're excused for amber brake lights on early makes (pre-69, IIRC).
It's always been illegal to have red or blue lights in front, like for turn signals or parking lights. "Other" color lights can be had, but they can't exceed 1.5 candle power.
It's illegal to have all-clear taillights and just a red bulb for brakes. The CVC states that if a brake light is clear, then the inner reflector/lens must be red, which is how those Altezza lights are legal. Much of the existance is because the driver hasn't been caught. It's just a matter of time ... they've cracked down heavily in SoCal.
I can't hate them, though ... a green Tacoma saved me once from a 90mph speeding ticket.
