COLD START 700 1989

I've got a fellow Volvo owner that is having a bit of a problem with his 740.
When the car sets for awhile and is cold, it won't start. It will crank, and crank, but no go. He can then hook a set of jumper cables from another vehicle to it, and it will start immediatly. Any ideas? Seems to crank over plenty fast to start, and cranks no faster w/the jumpers on it.
