It can't be the injectors! 140-160

We are having a fuel delivery problem with a hopefully restorable 75 164E.
We have the proper 28 psi at the fuel rail with brand-new injectors. These
injectors unfortunately spit and do not provide an atomizable spray as per the
book. Yeah, I know the book says replace the injectors. Been there, done that.
Would the control module be the culprit? The only way the horse will run is
to manually shoot ether into the intake which is obviously not realistic on a
continual basis.
