Emissions test, and mixture 700

My last emissions test registered high in HC. The car burns no oil, but I only get 300km per tank of gas. Is this abnormal? The motor runs well, still has ample power and I go through a 1/4 of a quart of oil per 1000km. The car has 240,000km on it. I hav yet to adjust the valve shims...

Any Ideas?
