Fuel pre-pump 200 1991

I was doing some checking today and was wondering......
There are two wires going to the pre-pump, a green-white and a black. With the car running, I disconnected the connector in the trunk and there was no change at all. The car is running lean. I checked for voltage and there was none. I am assuming there should be, and the voltage comes from the relay. Which relay is the one for the fuel pumps? There are a couple of them with 5-7 wires on them, one with a fuse, under the passanger kick panel.
