Thanks for the help but.... 200 1986

With the post "HELP! Car Killing batteries {long} 200 1986"
I made the changes but the alt is giving me a little trouble.
it is know charging the Battery but it is moving between 12.9 and 15.1
When it was sitting at the house it was at 14.2 and steady then on the drive to the super market when over RR tracks and the inst light started to glow dimly at the light and when out as soon as I hit 1,200Rpm.
I took out the part that has the reg in it with the two brushs to check andboth at full height. the Problem was trying to put it back in. which I did but i think it may not be seated right. Both fasteners back on tight but can not tell
the inside condition can not see it
Q. If is not seated right will that give my the above condition
Q If so I need to remove again what is the best way to put back in right
Q if seating is right can the reg be bad even with new looking brush
