It is common for the 'ground' to fail on the instrument panel PCB on 86-88 models. My '86 was afflicted with this. however, if the ground goes then the tacho and time clock usually fail or intermittently cease to function. This can be remedied by running a custom earth lead from the body of the time clock to a suitable eart point.
No siree, I think it more likely that your voltage regulator/stabiliser thingy could be at fault.
