In it's infinite wisdom, and unlike the surrounding states of PA, NJ, CT and VT, New York State has for years outlawed studded snow tires, so snow tires don't help all that much.
The legendary Buffalo snow tends to be what is called "lake effect" snow which comes off the lake and buries Southtown Buffalo, not the northern suburbs. There were times while I lived there that the northern suburbs received a light dusting of snow, and co-workers from Southtown couldn't get out of their driveways.
In any case, I never got stuck, nor even needed to put on my cable-chains.
