charging problems 140-160 72

MY 72 142 volt gage tells me that the car is charging under 12 volts. i don't have much expierience with electrical, but i do know that if the car wasn't charging at all the battery would die, and it hasn't, it is weak though. so is it possible for the alternator to be in the process of going, and charging at a lower voltage, or is the problem more likely the voltage regulator (that would be nice). any advice would be great.
