Grounding problem 240-260 80

I have an 89 and and 80 240. The 80 is a 2door and the 89 is a 4 door. The 89

appears to have some voltage above ground on the ground terminal of the batter.

It also blows the fuse on the clock/radio/interior lights/power door lock circuit. At one point it had an alarm system that has been disabled by removeing the fuses, so it should not be drawing any current. The circuit overheats as teh interior of the car gets above 80 degrees so that it occurs only when we are not in the car.

Is there a simple solution or is this going to cost big buck? Any and all ideas will be appreciated. Promise to summarize.
