B230FT head rebuild question 700 88

Hello. I was just checking the valve clearances on the B230FT cylinder head I had rebuilt a while ago. I noticed the following:

1. Valve clearances = 0 on all valves.

2. There is quite a lot of grease on the valves when looking in to the ports.

Seems to me he didn't know what he was doing. What should I do? Has he ground the valve seats too far and now they need to be replaced?

Another question: When measuring clearance, should the rubber dampners be removed or should they be squeezed---or are they installed wrong and should not lift the followers off the valve stem?
