Locked steering whee/or ignition module problem? 700 1989

I have an 1989 760 Turbo Volvo. Monday morning everything was fine, I drove to work as usual , parked the car and at night... when I went back to the car and put my key in the ignition, the key did not want to turn, my steering wheel would not budge (hasn't budged no matter what I did, whether put the car in neutral, rear, drive...) Would anyone know what the problem could be? If it is a stripped key, I don't have access to the original to have a copy made, because I bought the car from a used car dealer (now out of business.) Please advise.
