Cold Start Problems 700 1988

What are some things to look at for a starting problem when it is below 0 F. The car will start, sputter and I will hear the whine of the fuel pump? or some other whining sound as the car idles between 300-700 and then finally dies. I remove the plugs and of course they are wet with gas. I have replaced the battery, alternator, fuel pressure regulator, and fuel pressure relay recently. This is the third time this has happened this year. The car seems to run well otherwise.
