cold start idle 700 1988

When I start the car, especially on cold mornings, the idle speed is very low (about 500 RPM) for 10-15 seconds. In extremely cold weather it almost stalls.....but doesnt. If I just wait these few seconds, the idle rises to about 1000 for a minute or so and then settles down to 700 or so and the engine runs very smoothly. Throttle body is clean, and I have run injector cleaner through the fuel system. Everything in the fuel and injection system is original except for the two relays. All suggestions/recommendations cheerfully accepted.
