Cruise control speed sensitivity adjustment

Is is possible to adjust the speed sensitivity on Volvo cruise control systems. The reason I am asking is that my 92' 745t surges when going up even slight hills while the cruise is engaged. Other vehicles I have had/have with cruise did not/do not do this. Or, is this just an annoying quirk of the turbo engine (my initial thought is no). Any help would be appreciated.
