Hmmm, that doesn't smell right to me either. You should be seeing closer to 7 amps. Normally a worn/seized pump will overheat or short out and draw too much current before it blows a fuse. That would mean you've got resistance somewhere you shouldn't and it likely isn't in the f/p. Clean/replace the f/p fuses and bend in the contacts a little for a snug fit. If that doesn't do it then check the f/p electrical connector which you should find under the rear seat. Having a wagon makes this all the easier.
